4 cups frozen potato rounds
1 lb ground beef
1 pkg frozen chopped broccoli
1 can French fried onions
1 can cream of celery soup
1/3 cup milk
1 cup shredded cheddar cheese
1/4 tsp garlic powder
1/8 tsp pepper
Place potatoes on bottom and up sides of 8x12 inch casserole dish. Bake, uncovered, at 400 for 10 minutes. Brown meat in large chunks; drain. Place beef, broccoli, 1/2 can onions in potato shell. Combine remaining ingredients and 1/4 the cheese together and pour over beef mixture. Bake, uncovered, for 20 minutes. Top with remaining cheese and onions; bake, uncovered, 2-3 minutes longer.
