2 cups flour
3 tsp baking powder
1/2 tsp salt
1/4 cup shortening
3/4 cup milk
1/4 cup sugar
1/2 tsp cinnamon
1/4 cup butter, melted
1/2 cup orange juice
1/2 cup sugar
2 tbsp grated orange peel
Mix together the dry ingredients. Using a pastry cutter, cut the shortening into it until the size of small peas. Add the milk and stir into the dough with a fork. Shape into a ball. Roll out to 1/4 inch thickness.
Mix together sugar and cinnamon and sprinkle over the dough. Roll up jelly-roll style. Cut into 1 inch thick rounds.
Mix together the remaining ingredients and spread in the bottom of a 10x14 inch cake pan. Place the biscuit dough, cut side down on top of the orange mixture. Bake at 350 for 15 minutes or until biscuits are lightly browned and done. Turn upside down immediately so the topping will be on top of the biscuits.
