1 1/2 lbs ground beef
1 (15 oz) can tomato sauce
1 cup chopped onion
1 cup chopped green sweet pepper
1/2 cup water
1 (1 1/2 oz) pkg dry spaghetti sauce mix
1 tsp dried oregano, crushed
1 clove garlic, minced
Several dashes bottled hot pepper sauce
1 cup milk
1/4 cup butter, melted
1 tbsp cooking oil
2 eggs
1 cup flour
2 cups shredded mozzarella cheese
1/2 cup grated Parmesan cheese

In a 12-inch skillet, cook ground beef until brown. Drain off the fat.

Stir in tomato sauce, onion, green pepper, water, spaghetti sauce mix, oregano, garlic, and hot pepper sauce. Bring to boiling; reduce heat. Cover and simmer for 10 minutes.

Meanwhile, in a small bowl, beat milk, eggs, butter, and cooking oil with an electric mixer on medium speed for 1 minute. Add the flour and beat for 2 minutes more.

Turn meat mixture into a 13x9 inch baking pan; sprinkle with the mozzarella. Top with the flour mixture. Sprinkle with the Parmesan cheese. Bake at 400 about 30 minutes or until puffed and golden. Let stand for 10 minutes before serving. Makes 10 servings.
