BEEF TIPS AND RICE II

2 to 3 lb beef tips or lean stew meat
Salt
1/4 tsp pepper
2 tbsp oil
1 1/2 cups water
2 cans (6 oz each) tomato paste
2 tbsp lemon juice
1 tsp sugar
1 tsp dried leaf oregano, crumbled
1 carrot, shredded
1 large clove garlic, minced
Hot cooked rice
1/4 cup grated Parmesan cheese
Cut beef into 1 inch cubes then toss with salt and pepper. Brown beef in a large heavy skillet in the oil.
In a bowl, combine next 7 ingredients and pour mixture over the beef. Cover and simmer over low heat for 2 hours, or until meat is tender. Stir occasionally and add more water if sauce is too thick. Taste and add more salt and pepper, if necessary. Serve over rice; sprinkle with Parmesan cheese. Serves 4 to 6.
Note: I like to replace about 1/2 cup wine for water, chopped onion and mushrooms after browning the meat which is added to the mix and add a bay leaf when it is simmering.
