1 1/2 lbs beef top round or boneless top sirloin steak, about 1 inch thick
2 tbsp mayonnaise
1 tbsp Dijon-style mustard
Chopped scallions
1 clove garlic, crushed
1 tsp dried tarragon
1/4 tsp salt and pepper

Preheat the broiler. Place the steak on a broiler pan or rimmed baking sheet that has been coated with nonstick vegetable spray.

In a small bowl, combine the remaining ; mix well and spread over the steak, coating well. Broil for 16 to 19 minutes for medium-rare, or to desired doneness beyond that, turning halfway through the cooking.
