1 1/2 lbs ground meat
1 1/2 cups chopped onion
3 clove garlic, minced
2 cups cubed raw potatoes and sliced raw carrots
1 1/2 cups diced celery
1 cup shredded cabbage, frozen green bean, frozen corn and/or frozen peas
3 1/2 cups tomatoes, undrained
1/4 cup rice, not instant
2 bay leaves
1/2 tsp dried thyme
1/4 tsp basil
Salt and pepper, to taste
1 1/2 quarts water, or half beef broth and half water
1/2 cup barley

In a Dutch oven, cook beef, onion and garlic until meat is brown. Add remaining ingredients to a boil and reduce heat and simmer until done. If too thick, add additional broth or more tomatoes.
