1 lb round steak, cut into thin strips
1/4 cup oil
1 clove garlic, minced
1 Tbsp soy sauce
1 tsp salt
1 1/4 cup water
1 cup green pepper
1 cup chopped onions
1/2 cup celery
2 Tbsp cornstarch
2 tomatoes (cut into wedges)

Brown steak in oil. Add garlic, soy sauce, celery, salt, onions and 1/4 cup water. Cover and simmer about 45 minutes. Add cornstarch to remaining cup water, stir into meat mixture. Cook until slightly thick. Add green pepper and tomato wedges. Cook additional 5-10 minutes. Serve over rice.
