Shrimp Creole

1 cup all-purpose flour
1 cup cooking oil
2 cups chopped onions
1 cup chopped green sweet pepper
1/2 cup chopped celery
1 tsp chopped garlic
1 14 1/2-oz can diced tomatoes
1 10-ounce can Rotel tomatoes
1 6-ounce can tomato paste
1 tsp salt
1/4 tsp cayenne pepper
1 tsp Cajun seasoning
6 cups water
3 lbs shrimp, peeled and deveined
1 cup snipped fresh parsley
1 cup chopped green onion tops
1 tsp sugar

In a heavy saucepan, cook and stir flour and oil over medium heat for 5 minutes. Stir in onions, sweet pepper, celery and garlic; cook till tender. Add undrained tomatoes, tomato paste, salt, cayenne pepper and Cajun seasoning; cook 5 minutes. Add water, simmer 30 minutes. Add shrimp; cook 15 minutes. Add parsley, onion tops and sugar; cook 5 minutes more. Serve over hot, cooked rice.
