MACARONI CHILI BEEF SOUP

1 1/2 lb ground beef
1 large green pepper and onion, chopped
1 large clove garlic, minced
2 tbsp chili powder
1 tsp dried oregano
1/2 tsp cumin powder and cayenne
1 (14-16 oz) can tomatoes in juice
1 (14-16 oz) can kidney beans
2 cups beef stock and water
1/4 cup minced parsley
1/2 cup uncooked macaroni

In a 4 quart saucepan, cooked first 4 ingredients until vegetables are tender and meat is browned. Drain off excess fat. Stir in seasonings. Cook 2 minutes. Stir in tomatoes and juice, breaking up with sides of spoon. Stir in beans, liquid and macaroni. Simmer over low heat until macaroni is tender. Add more water and stock if needed.
