FIREMEN STEW

1 1/2 lb ground beef
2 onions, chopped
2 diced potatoes
4 carrots, sliced
1 bell pepper, chopped
1 can whole tomatoes, chopped
Garlic powder, oregano, thyme, salt and pepper, lightly sprinkled over each layer
2 tbsp sugar

Make two layers of each and heat to a boil. Do not stir. Cook slow for at least 1 hour before serving.
