LEMON CRUMB BARS

1 can condensed milk
1/2 cup lemon juice
1 tsp grated lemon peel
2/3 cup butter, softened
1 cup packed brown sugar
1 1/2 cups unsifted flour
1 cup oats
1 tsp baking powder
1/2 tsp salt, ground cinnamon and nutmeg
Preheat oven to 350. In a small mixing bowl, combine first 3 ingredients; set aside. In a large mixing bowl, beat butter and sugar until fluffy. Add oats, baking powder, salt and flour; mix until crumbly. Spread half the mixture into a lightly greased 13x9 inch baking pan. Press down firmly.
Spread lemon mixture evenly over crust. Stir spices into remaining crumb mixture. Sprinkle evenly over the lemon layer. Bake 20-25 minutes or until browned. Chill thoroughly. Cut into bars. Store covered in refrigerator.
