SPANISH BEEF AND RICE

1 lb ground beef
1 (14 1/2 oz) can stewed tomatoes, drained
2 cups water
1/4 cup chopped cilantro, divided
1/2 tsp pepper
1 (4.4 oz) pkg Spanish rice mix
2 cups shredded 3-cheese blend, divided
Brown meat in a large Dutch oven, stirring to crumble. Drain and return to pan. Stir in tomatoes, water, 3 tbsp cilantro and pepper. Bring to a boil. Stir in rice. Return to boil; reduce heat and simmer 2 minutes.
Remove from heat and stir in 1 1/2 cups cheese. Spoon into a lightly grease 11x7 inch baking dish. Bake at 350 for 25-30 minutes. Sprinkle with remaining 1/2 cup cheese and bake until cheese melts. Sprinkle with remaining 1 tbsp cilantro. Serves 4
