CHOCOLATE CHESECAKE MUFFINS

1 1/2 cups flour
1 cup sugar
1/4 cup cocoa
1 tsp baking soda
1 cup water
1/3 cup oil
1 tbsp vinegar
1 tsp vanilla extract
1 (8 oz) pkg cream cheese, room temperature
1 egg
1/3 cup sugar
1 (6 oz) pkg semi-sweet chocolate chips

Preheat oven to 350. Mix together dry ingredients; then add next 4 ingredients. Blend together; fill greased muffin pan half full. Cream together cream cheese, egg and sugar. Top batter with creamed mixture. Divide chocolate chips and sprinkle on top of muffins. Bake for 20-30 minutes.
