*SWISS STEAK*

2 tbsp flour
1 tbsp sugar
1 tsp salt
1/4 tsp pepper
Dash cayenne pepper
2 lbs round steak, cut 1 inch thick
1/2 cup minced onion and finely chopped celery and green pepper
1 cup canned chopped tomatoes, undrained
1 bay leaf
1 tsp oregano leave
1/4 tsp garlic powder
2 cups water or beef broth
8 medium carrots, cut into serving pieces

Combine first 5 ingredients and pound mixture into both sides of steak. Cut into serving pieces.

Brown meat in a large skillet, about 5 minutes per side. Combine next 9 ingredients and pour over steak. Cover, reduce heat to a simmer and simmer about 45 minutes. Add carrots, cover and simmer an additional 30 minutes or until carrots are tender. Serve.
