2 1/2 cups milk
1/2 tsp mustard and garlic salt
4 tbsp melted butter, divided and flour
3/4 cup cubed cheddar cheese
3 (10 oz) pkg chopped frozen spinach, thawed and squeezed dry
1 cup shredded Monterey jack cheese

Preheat oven to 350. Combine first 3 ingredients in a saucepan and bring to a slow boil and simmer for 2 minutes. In a small skillet, heat 1 tbsp butter and saute onion until brown, stir into milk. In a small saucepan, combine 3 tbsp butter and flour over medium heat until thickened. Stir into milk. Add cheese, stirring to melt. Stir in spinach. Pour mixture into a greased 13 x 9 inch baking pan and sprinkle with Monterey jack cheese. Bake for 10 minutes or until heated through.
