GOOEY BROWNIES WITH SHORTBREAD CRUST

1 cup flour
1/4 cup sugar
1/2 cup butter, softened
1/4 cup flour and unsweetened cocoa powder
1/2 tsp baking powder
1 egg
1 tsp vanilla extract
1 can sweetened condensed milk
1 (7 oz) milk chocolate bar, chopped
3/4 cup chopped nuts
Preheat oven to 350. In a medium bowl, stir together flour and sugar. Cut in butter until mixture is crumbly. Press firmly into bottom of a 9 inch baking pan. Bake for 15 minutes until firm and slightly golden. Set aside to cool.
Mix together dry ingredients. Make a well in the center and add the next 3 ingredients. Mix until well blended. Stir in chopped chocolate and nuts. Spread mixture over cooled crust. Bake for 20 minutes or until brownies begin to pull away from the edges and top appears dry. Cool, and cut into squares. Store tightly covered at room temperature.
