SWEET AND SOUR SHORT RIBS

3 to 3 1/2 lbs beef short ribs
1/3 cup plus 2 tbsp flour
3 tbsp vegetable oil or butter
1/8 tsp pepper
1 1/2 cups sliced onions
2 clove garlic, sliced
1 bay leaf
2 cups hot water
1/2 cup vinegar
1 cup ketchup
1/2 tsp salt
2 tbsp water
Hot buttered noodles

Cut ribs into serving pieces, removing excess fat. Dredge ribs in 1/3 cup flour and place in a skillet. Brown well on all sides in oil, then remove to a heavy pot. Add pepper, onions and garlic to the fat in the skillet and cook until tender, add to the ribs along with the bay leaf. Combine next 5 ingredients and pour over ribs. Cover tightly and cook slowly until tender for 2 1/2 to 3 hours.

Remove ribs to a serving platter and keep warm. Skim off the fat from the gravy; stir in 2 tbsp flour mixed with 2 tbsp water. Stir until thicken. Serve ribs over noodles and top with gravy. Serves 6
