CHOCOLATE STREUSEL BROWNIES

1 1/4 cups flour and confectioners sugar
3/4 cup unsweetened cocoa powder
1 cup cold unsalted butter
1 (8 oz) pkg cream cheese, softened
1 can sweetened condensed milk
1 egg
2 tsp vanilla extract
1/2 cup semi-sweet chocolate chips and chopped walnuts
Preheat oven to 350. In a bowl, combine first 3 ingredients and cut in butter with a pastry blender until mixture resembles coarse crumbs. Press all but 2 cups over mixture in bottom of a 13x9 inch baking pan. Bake 15 minutes.
Beat cream cheese until light and fluffy. Gradually beat in sweetened condensed milk until blended. Beat in egg and vanilla extract; pour over crust in baking pan.
To reserved crumb mixture in a bowl, add chips and nuts; mix well. Crumble over cream cheese mixture and bake for 25 minuts. Cool on a wire rack; refrigerate until firm. Cut into squares and store in the refrigerator.
