SNOWY MASHED POTATOES

10 russett potatoes, peeled and quartered
1 (8 oz) pkg cream cheese, softened
1 cup sour cream
1/2 cup scallion, minced
1/2 cup celery, minced
1/4 cup green pepper, minced
1 tbsp parsley, minced
1/4 cup butter, melted
1/4 tsp garlic powder
1 tsp salt
Pepper, to taste
1/2 tsp paprika
2 tbsp butter

Boil potatoes until tender. Drain and return to pan to low heat, shaking to dry potatoes. Cream together cheese and sour cream. Add potatoes, one at a time and continue beating until light and fluffy. Add next 8 ingredients. Spoon into a buttered baking dish. Sprinkle with paprika and dot with butter. Bake at 375 for 25 minutes or until heated through and top is golden brown.
