SHRIMP AND SCALLOPS IN WINE SAUCE

3 lbs medium shrimp, shelled and deveined
3 lbs bay scallops
1/2 cup vegetable oil
1/4 cup butter
1/2 cup cornstarch
4-5 cups milk
1 1/2 cups white wine
5 cups hot cooked long-grain white rice

Saute the seafood lightly in the oil just until done; set aside. Slowly melt utter in a large pot. Add cornstarch, then milk, stirring constantly until thickened. Add wine and seafood. Serve over rice. Serves 12
