CARAMEL BARS I

1 1/2 cups flour and quick cooking rolled oats
1 1/4 cups packed brown sugar
3/4 tsp baking soda
1/4 tsp salt
1 cup plus 2 tbsp butter, melted
1 (14 oz) bag caramels, unrapped
1/2 cup whipping cream
1 1/2 cups semi-sweet chocolate chips
Preheat oven to 350. Combine first 6 ingredients and reserve 2/3 cups; set aside. Press remaining batter in bottom of a 13x9 inch baking pan and bake for 10 inutes. Remove from oven.
Meanwhile, in a double boiler, melt caramels and cream until smooth. Sprinkle baked crust with chocolate chips. Pour melted caramel mixture over chips. Sprinkle with reserved crust crumbs. Bake 15-20 minutes or until almost firm. (Bars will be slightly soft in middle when remove from oven, but will set as they cool.) Allow to cool before cutting into bars.
