SPICY CHEESE-BEEF DIP

1 lb ground beef
2 green onions, sliced
1 (1 1/4 oz) pkg taco seasoning mix
1 (16 oz) jar salsa
3/4 cup water
8 oz loaf Velveeta, cubed
1/4 cup instant potato flakes

Cook beef in skillet, drain. In skillet, add to the beef the next 4 ingredients. Bring to a boil; reduce heat, and simmer 5 minutes. Add cheese and stir until melted. Stir in potato flakes, and cook over low heat 5 minutes or until thickened. Serve with warm tortilla chips.
