MEXICAN TORTILLA BAKE

1 lb ground beef
1 cup onion, chopped, divided
1 tbsp oil
2 tbsp flour
1 cup water
1 tsp garlic powder and ground cumin
2 cups tomato sauce
1 cup mill
1/2 cup green pepper, chopped
1 tsp salt
1 1/2 cups muenster cheese, grated
12 corn tortillas
Lightly brush individual tortillas with oil. Grill in a fry pan. Cool; cut tortillas into strips; set aside. Saute 1/2 cup chopped onion in 1 tbsp oil; add ground beef; cook until brown. Add flour, garlic powder and cumin; continue cooking for 3 minutes. Add water, cover; simmer until thick.
Combine tomato sauce, milk, 1/2 cup chopped onion, green pepper and salt. In a 13x9 inch baking pan, place layers of tortillas strips, beef mixture, sauce mixture and cheese. Repeat until casserole is filled, ending with cheese. Bake at 325, uncovered, 20-25 minutes or until hot and bubbly. Serves 6
