Lazy Cabbage Roll Casserole

1 cup long grain rice
1 tbsp vegetable oil
1 lb ground beef
1 onion, finely chopped
1 cabbage head, chopped (not too small)
3 cups tomato sauce (you can substitute ½ with salsa)
2 cups water
1 tsp salt
1 tsp pepper
1. Place rice in small saucepan; cover with water and bring to a boil. Simmer 5 minutes; drain.
2. Heat oil in Dutch oven or large skillet over medium-high heat; add beef and onions. Cook until beef is no longer pink and onions are softened. Drain off excess fat. Stir in rice, Cabbage, tomato sauce, salsa (if using), water, salt and pepper.
3. Pour into a casserole dish; cover and bake in preheated oven -at- 375 degrees for about 1 hour.
4. Stir and add ½ cup more water if necessary.
Cook 1 hour longer or until cabbage is very tender.
