Slow Cooker Stuffed Pepper Soup

1 1/2 pounds lean ground beef
1 1/2 cups chopped onion
2 cloves garlic minced
32 oz reduced sodium beef broth
2 cans 14.5 oz petite diced tomatoes undrained
1 15 oz can tomato sauce
1 cup water
2 large or 3 medium green peppers seeded and chopped
1 teaspoon cumin
1 teaspoon ground fennel (if you do use ground fennel*, use 2 teaspoons of cumin)
White rice

Brown meat, add onion and garlic.Drain off any fat.
Put meet in crock pot that has been sprayed with non stick spray.
add the rest of the ingredients, except rice.

Cook 6 to 8 hours on low or 4 to 5 on high.
Serve over white rice.

* I buy ground fennel in spice dept at the grocer and use it in many dishes. It is great in sauces if you do not want the whole fennel seed but want that taste.
