Enchilada Casserole

2 1/2 lb ground beef
2 Tbsp chili powder
1 green pepper, chopped
1 medium onion, chopped
2 cans cream of mushroom soup
1/2 can water
1 18oz can hot enchilada sauce
2 14oz cans chopped green chilies (drained)
1/4 tsp garlic salt or powder
1/4 c. chopped ripe olives
1 pkg soft corn tortillas
1 lb grated sharp cheddar cheese
1 pkg sliced cheddar cheese

Brown beef, onion & chili powder. Drain well. Add remaining ingredients except tortillas and cheese. Grease 2 qt casserole Layer tortillas, meat mixture, and grated cheese, ending with meat. Bake at 350 for 45 minutes. Garnish with sliced cheese and return to oven for 10 minutes until cheese is melted.
