Cantonese Crunch Casserole

1 lb ground beef
1 c. chopped celery
2 Tbsp oil
3/4 c. Minute Rice, uncooked
2 medium onions, chopped
2 c. water
1 can water chestnuts, chopped
1 can cream of mushroom soup
1 can cream of chicken soup
2 Tbsp soy sauce
1/2 tsp salt
1 can chow mein noodles
Brown beef in oil. Add onions, celery and water chestnuts. Simmer 10 minutes. Mix remaining ingredients in 3 qt. casserole. Add meat mixture. Mix well. Bake at 350 for 1 hr. Sprinkle with chow mein noodles. Bake 10 minutes more. For variation, add 1 pkg frozen Chinese vegetables.
