From Dolly:
9 c. flour
1/3 c. baking powder
4 tsp salt
2 1/2 tsp cream of tartar
1 1/2 c. shortening
Combine all dry ingredients. Cut in shortening. Store in covered container or plastic bag. To use, mix 3 c. mixture with 2/3 c. milk. Bake at 450 for 10 minutes.
