Orange-Fennel Macaroni Salad

16 ozs. medium shell pasta
3/4 cup mayonnaise
3 tbsps. orange juice
2 tbsps. vinegar, preferably red wine
1 tbsp. grated orange zest
2 tsps. fennel seeds. lightly crushed
1 tsp. salt
1/4 tsp. pepper
1 pint cherry tomatoes, halved, about 3 cups
3 ribs celery, chopped, about 1 1/2 cups
1 green pepper, chopped
1/2 cup packed fresh basil leaves, thinly sliced
3 scallions, chopped, about 1/3 cup
2 jalapeno peppers, seeded and minced

Cook pasta according to package directions. Drain and rinse under cold water.

In large bowl combine next 7 ingredients. Add pasta and remaining
ingredients and toss well to coat.
Serves 12.
