Mexican cream cheese dip

1 (8 oz) pkg softened cream cheese
1 (15-16 oz) can refried beans
1 can no bean chili
1 (8 oz) pkg Mexican blend shredded cheese
tortilla chips

Spread cream cheese in the bottom of a 9" pie plate. Spread beans, then chili, on top of the cream cheese. Sprinkle shredded cheese over all. Bake at 350 F for 15-25 minutes or until cheese is melted. Serve as dip with chips.
