Steak and Potato Casserole

1 1/2 pound round steak, cut in small pieces
1/2 cup flour
4 Tbsp cooking oil
4 to 6 small potatoes
1/8 tsp pepper
1 small onion, chopped
2 Tbsp parsley, chopped
1/2 tsp salt
2 (8 oz.) can tomato sauce

Preheat oven to 350 degrees.
Dredge steak in flour. Brown well in hot oil. Do this carefully and don't rush.
Place meat in 1 1/2-quart casserole. Pour off excess fat. Scrape up browned drippings in pan and add to meat.
Arrange potatoes with meat. Sprinkle onion, parsley, salt and pepper over all. Add tomato sauce. Cover and bake for 1 1/2 hours.
