Makes 4 servings.

1 lb. green or yellow beans
8 tsp. tarragon vinegar
2 green onions, minced
4 tsp. Dijon mustard
1 clove garlic, minced
pinch granulated sugar
salt and pepper
2 T. olive oil
2 T. vegetable oil

Trim beans and cut into bit-size pieces. Blanch for 1 minute in boiling water. Rinse under cold water; drain.
In large bowl, whisk together tarragon vinegar, green onion, Dijon mustard, garlic and sugar; season to taste with salt and pepper.
Whisk in olive and vegetable oils. Add beans; toss to coat.
