In 1/2 inch oil sauté until soft:
3 chopped onions
3 chopped green peppers
3 large cloves of finely chopped garlic

In another pan brown
2 pounds hamburger
Drain and add:
2 large cans diced tomatoes
1 can tomato paste
2-8 tablespoons chili powder (to your taste)
1 tablespoon sugar
1/4 teaspoon paprika
2 bay leaves
1 teaspoon cumin
1 teaspoon basil
1/4 teaspoon cayenne
Salt & pepper

Simmer until thick, about 30 minutes and add 2 cans kidney beans.
Serve over rice.
Top with chopped raw onions (optional)
