1 lb ground beef
1 large onion, chopped
1 green bell pepper, chopped
2 clove garlic, minced
Salt and pepper, to taste
5 cups shredded cabbage
1 can tomato soup

Cook first 5 ingredients until cooked through. Place 3 cups cabbage in bottom of a buttered casserole dish. Cover with meat mixture and top with remaining cabbage. Season with salt and pepper. Pour soup on top and cover. Bake at 350 for 1 hour.
