1 lb ground beef
1 (46 oz) can tomato juice or vegetable juice)
1 onion and green or red bell pepper, chopped
1-2 cloves garlic, minced
3-4 stalks celery, chopped
3-4 potatoes, peeled and cubed
4-5 carrots, peeled and cut into bite-size pieces
1 tsp chili powder
Salt and pepper, to taste
1 quart milk or half-and-half
1/4 cup flour
Brown meat in a Dutch oven with onion, garlic and bell pepper. Drain and then add remaining ingredients except milk and flour. Bring to a boil and reduce heat. Cover and simmer 3-4 hours.
Just before ready to serve, mix together milk and flour and stir into mixture. Simmer until thickened and serve. Serves 6-8
