1 lb 8 oz ground beef
1/4 cup taco seasoning mix
1/2 cup water
1/2 cup plus 2 tbsp salsa
1/2 cup plus 2 tbsp tomato paste and water
1 1/2 tbsp taco seasoning mix
7 (8 inch) flour tortillas
2 cups shredded cheddar cheese

Preheat oven to 350. In a large skillet, brown meat and drain. Return beef to stovetop and add taco seasoning and 1/2 cup water to beef and stir to combine. Simmer 14 minutes.

In a bowl, combine salsa, tomato paste, water and taco seasoning mix. Cut tortillas in halves and layer in a lightly greased 13x9 inch baking pan, 5 half-tortillas, 1/2 cup salsa mixture, 1 1/2 cups cook meat mixture and top with 1/2 cup cheese. Then top with 4 tortilla halves and cheese.

Repeat as for first layer, using the remainder of the meat mixture and cheese. The next layer is 5 half-tortillas on top of the cheese and remaining of salsa mixture on top of the tortillas and sprinkle with remaining of cheese evenly over top. Cover with foil and bake for 30 minutes or until heated through. Allow pie to rest for 5 minutes before cutting.
