Makes about 4 cups

1 tsp cooking oil
1 lb lean ground beef
1 cup finely chopped onion
1/2 cup ketchup
1 tsp chili powder
1/2 tsp granulated sugar
1/2 tsp salt
1/4 tsp pepper
8 oz block of light cream cheese, softened
1 cup light sour cream
4 oz can of diced green chilies, drained
1/4 cup thinly sliced green onion
1 1/4 cup grated light sharp cheddar cheese
1/4 tsp chili powder

Heat cooking oil in large frying pan on medium. Add ground beef and onion. Scramble fry for 5-10 minutes until beef is no longer pink. Drain.
Add next 5 ingredients. Stir well. Remove from heat. Cool.
Beat cream cheese and sour cream in medium bowl until smooth. Spread evenly in bottom of greased 9 inch pie plate. Spread beef mixture on top.
Sprinkle chilies, green onion and Cheddar cheese, in order given, over beef mixture.
Sprinkle second amount of chili powder over Cheddar cheese. Bake in 400 F oven for about 15 minutes until heated through and cheese is bubbling.
